Continuing Education Requirements

This information is intended to provide answers to commonly asked questions by insurance agents. It is not intended to replace detailed information found in your state’s statutes and regulations. Hours Required

• 24 credit hours are required biennially for Life, Accident and Health, Property and Casualty, and Adjusters.
• 10 credit hours are required biennially for Title Agents, Escrow Officers, Limited Lines, County Mutual and Life Insurance under $25,000

Starting in June 2018, to renew an agent or adjuster license, you must be CE compliant. If you are not CE Compliant, you must complete the deficient hours as well as pay a fine equal to $50 for each hour not completed on time, up to a $500 maximum per license. To pay the fine, send your check or money order with the Notice of Continuing Education Fine to the address located on the bottom of the notice.

Approved Course Delivery Methods

• Independent self-study online or written courses
• Classroom
• Seminar
• Interactive Online

At least 50% of the total hours must be in classroom or classroom equivalent courses.

Exam Requirements

Exams are open-book and a passing grade of 70% is required on final exams.

Course Subject Requirements

• 3 hours of certified ethics and/or consumer protection courses must be taken for all license types

• Life, Accident and Health, Property and Casualty, and Adjuster licensees may satisfy the remainder of the CE requirement by completing certified course applicable to any license type.

• Title Agents and Escrow Officers must take 10 hours of continuing education, of which two hours must be Ethics or Consumer Protection. They may take General credits to satisfy the other 8 hours. They do not have to be Title specific. To view which credits will apply, visit the Sircon website and click on "Continuing Education Transcript Inquiry."

• Texas property insurance agents selling flood insurance must complete a one-time, three hour Flood Insurance Training course. The agent will receive continuing education credit for the course. • An Individual who holds a current Life, Accident, and Health License issued by the department and has completed an eight-hour long-term care partnership certification course may perform acts of an agent with regard to a Long-term Care Partnership Insurance Policy. To Retain certification for Long-Term Care Partnership, an individual must complete 4-hours of department certified long-term care partnership continuing education in each reporting  period following the reporting period in which a licensee completed the certification course.

• An individual must take an initial 4-Hour Annuity Training course before selling, soliciting or negotiating annuity products in Texas.  Licensees who are exempt from Continuing Education are not exempt from the initial training requirement. 8 Hours of Annuity department certified annuity continuing education is required for all producers continuing to sell Annuity Products. Licensees exempt from continuing education do not have to take the 8 hours of Annuity CE.

Carryover Credits

Carryover of excess credits is not permitted.

Course Repetition

Credit will not be given for a course taken more than once in each biennial reporting period.

Exemptions

• Individuals who have been licensed in Texas continuously for 20 years or more may apply for an exemption.
• Extension or exemptions for good cause may be granted by the Education Coordinator
• Non-residents are exempt if they are a licensed agent or adjuster in good standing in their home state and the home state has a reciprocal agreement with Texas.

Credit Reporting

Cape will report credits to Sircon within 10 days from course completion date.  A course completion certificate is provided for the agent’s records. Students must keep their certificates of completion on file for 4 years in case of an audit.
